RUBY LEE STARR, (Moore) age 69, died at her home in Fallston, Maryland on Saturday, September 11, 2004 after a long battle against Pancreatic cancer.
She was born May 20, 1935, in the town of McMinnville, Tennessee to Charles Colville and Maude Ella Moore. Ms. Starr graduated from McMinnville Central High School in 1953 and attended Samford University (formerly Howard College) in Birmingham, Alabama where she was an Alpha Gamma of Phi Mu. Ms. Starr graduated from Samford with an A.B. in Journalism/English. She started her Master’s work at Syracuse University, NY and completed it at Towson University, MD where she graduated with a Master’s Degree in Professional Writing. In 1958 she married Charles Robert Starr, moved to Maryland, and began teaching for the Baltimore County Public School system.
Ms. Starr was the Coordinator of Publicity for the Harford County Public Library system, Personnel Manager at Survice Engineering and an Employment Specialist for the Maryland State Department of Education.
As a member of University Baptist Church, Ms. Starr served as Chairperson of the Personnel Committee, Director of the “Touch and Glow” puppet troupe and teacher for the Nursery. Ruby loved music and enthusiastically supported the music program at University Baptist Church. During the late 1960’s and early 1970’s she was an active member of the League of Women Voters.
Ruby is survived by her husband, Charles; two daughters, Jocelyn Starr Parks and her husband, James of St. Martin in Colle, Italy; Melissa Starr Markham of Lewes, Delaware; her mother, Maud Ella Moore of Trenton, Tennessee; one brother, Charles Thomas Moore of Trenton, Tennessee; and one grandson, Jonathan Parks of St. Martin in Colle, Italy.

The family of Ruby would like to thank the staff of the Oncology Departments at Upper Chesapeake Medical Center and Johns Hopkins Hospital for their tireless help as she fought her long battle against cancer. We would also like to thank the staff of the Hospice of Baltimore and Harford County for their assistance in easing her passage into a new life.
