The son of Alice Wiley Scarff and Philip LeRoy Scarff, Sr., he grew up in Forest Hill, MD, and had wonderful memories of his small town childhood. He married Janice Louise Carico in 1954. They moved to Reading, PA, in 1955, where they raised a family. Phil was active with the PA Society of Professional Engineers, serving as its president in 1965-66. He was one of the founders of Laurel Run Swimming Association. He was also active with his church, St. Mark's United Church of Christ, teaching Sunday school, serving on the consistory, and most recently enjoyed singing in the choir. Through out his life, he enjoyed traveling, and he piloted a private airplane for several years.

Mr. Scarff is survived by his wife, Janice, of Reading, PA; son Philip III and his wife Megha Joshi of Winchester, MA; daughter Carol Hawkins and her husband Tom of Lancaster, CA.; beloved granddaughters Asavari, Rasika and Geetanjali Scarff of Winchester, MA.; sisters Evelyn Fox of Miami, FL., and Martha Frost and her husband, Robert, of Catonsville, MD, and brother Thomas and his wife Shirley, of Belcamp, MD.
