Larry Joe Payne

Joe Payne was born in Fries, Virginia on July 26, 1942. He went to be with his Lord and Savior Jesus Christ on Thursday, July 15, 2021. Joe was the son of the late Edgar Webb Payne and the late Mildred Lee Hill Payne. In his teen years, Joe and his family moved to Harford County, MD where he played football for and graduated from Bel Air High School in 1962.

A veteran, Joe served in the U.S. Air Force for four years from November 1963 through October 1967. He spent his last year of service in Vietnam as an Aircraft Mechanic and Crew Chief maintaining a C-7 Caribou Airplane.

After completion of his military service, Joe worked for the Department of Defense at the U.S. Army Aberdeen Test Center as an Artillery Repairman for two years. When his employment ended due to the winding down of operations and the end of the Vietnam War, he immediately sought and found employment in the private sector.

Joe worked as a route salesman for a bakery and as a driver for UPS for eleven years before returning to work at APG as a Security Guard and then as an Engineering Technician. Joe retired in 2008 with thirty-three years of federal government service. He continued working for seven years as a government contractor for Jacobs Engineering until 2015. Joe proudly worked at APG for 40 years.

Joe wed the love of his life, Shirley Ann Bennett, on March 15, 1968. Over their 53 years of marriage, they raised a beautiful family of four children and lived in Forest Hill, MD.

Joe was a member of the North Harford Baptist Church in Jarrettsville, MD for over 40 years. He served as a deacon, a trustee, an usher, and in the nursery. Joe enjoyed studying his Bible, working in his vegetable garden, watching sports, feeding and watching birds, and carving decoys. Joe greatly enjoyed spending time with his loved ones and visiting his childhood home in Virginia.

Joe is survived by his beloved wife, Shirley Ann Bennett Payne. He is also survived by four adored children: daughter, Laura Snyder (Ken, Jr.), daughter, Tricia Palermo (Bill, III), son, Brian Payne, and son, Travis Payne (Kate). Joe leaves behind seven beloved and cherished grandchildren: Kenny Snyder, III (Chelsea), Eric Snyder, Karah Snyder, Amber Palermo, Alyssa Palermo, Lucas Payne, and Allison Payne, as well as two precious great-grandchildren: Kenny Snyder, IV and Charlea Snyder.

Joe is also survived by his brother, Harrison Payne (Linda), his sister, Martha Joines (Bob), and brother, Mike Payne (Cathy). Joe was loved by many nieces, nephews, additional family members, and loved ones.
