Julia F. Moats

JULIA F. MOATS, age 93, of Parkville, died at Gilchrist Center at GBMC in Towson on August 12, 2005. Born in Elkins, West Virginia, she was the daughter of the late Antonio and Mary Arena Fiorentino and the wife of the late Woodrow B. Moats. She transferred from the U.S. Department of Justice, Charleston, West Virginia to Edgewood Arsenal in 1939.

Mrs. Moats had a long career in government service, having been employed in the U.S. Department of Commerce, Department of Agriculture, the U.S. Justice Department, and the Department of Army Chemical Center at Edgewood, retiring after 24 years of service as a supervisory personnel management specialist. She received the government’s highest honor for Meritorious Service.

Mrs. Moats was appointed as a member of the Harford County Commission Task Force in writing and implementing the first Civil Service Rules and Regulations for Harford County personnel. She served for 2 years on the County Civil Service Board, and later served over a 2 year period on Personnel Task Forces on matters relating to Employee/Supervisor Relations and Position Classification.

She was a member of the National Association of Retired Federal Employees as well as a charter member of the Bel Air Chapter 1770 and a national and charter member of the American Association of Retired Persons. She has been a resident of Bel Air and a member of St. Margaret Catholic Church since 1940. She loved to play bridge, golf, and travel.

Mrs. Moats is survived by one daughter, Patricia A. Furlong of Forest Hill; one sister, Mary Riley of Glen Rock, Pennsylvania; six grandchildren; and three great-grandchildren. In addition to her parents and her husband, she was predeceased by one son, Woodrow B. Moats, Jr.

Pallbearers were: Buddy Cole, Tony Fiorentino, Baron Plunkett, Joe Riley, Frank Fiorentino, and Anthony Moats.

In lieu of flowers, contributions may be sent to the American Red Cross, Central MD Chapter Northeastern Division, 4700 Mt. Hope Drive, Baltimore, MD 21215.
