JOAN M. SMITH, age 70, of Bel Air died in Mariner Health of Bel Air on October 5, 2003. Born in Washington, D.C., she was the daughter of the late Lecister William, Sr. and Regina Dougherty Cook, and the wife of the late George Eugene Smith. She had worked as a secretary for the State of Maryland. She was a member of the Chapter Q Women’s Organization.

Mrs. Smith is survived by one son, Thomas W. Smith and his wife, Katherine of Churchville; one daughter, Susan M. Rush and her husband, Frederick, Jr. of Bel Air; two brothers, Lecister W. Cook, Jr. of St. Augustine, Florida; Richard J. Cook of Tampa, Florida; three sisters, Margaret Emge of Tulsa, Oklahoma; Mary Alice Cook of Orange, California; Rita D. Rimmer of Greenville, South Carolina; five grandchildren, Frederick L. Rush, III of Bel Air; Gavin Rush of Bel Air; Ryan Rush of Bel Air; Kendal Rush of Bel Air; and Alison Smith of Pleasonton, California.
