Jill Mullins, a vibrant and dedicated member of her community, passed away unexpectedly on March 13, 2025, at Upper Chesapeake Medical Center in Bel Air, Maryland. She was 67 years old and resided in Joppa, Maryland. Born in Fulton, New York, Jill was the cherished daughter of Richard A. Breman and Georgina Camelia (Springate) Breman.

Jill’s passion for education led her to a fulfilling career as a para-educator at Old Post Road Elementary School in Harford County, where she spent over a decade inspiring young minds. Her love for life extended beyond the classroom to her hobbies of gardening, decorating, and cooking. She found serenity at her beloved cottage in Three Mile Bay, New York, and treasured every moment spent with family and friends, especially at the beach.

A member of Mountain Christian Church (Main Campus), Jill’s faith and community were integral to her life. She is survived by her loving husband of 27 years, Fred Mullins; her son, Charlie F. (Abby) Mullins; her daughter, Lexy J. Mullins; two sisters, Linda (Steven) Curtis and Deborah (Tom) Forbes; her brother, Mark (Beth) Breman; and her mother-in-law, Shirley Morrison.

In addition to her parents, Jill was preceded in death by her brother, Richard R. Breman.

In lieu of flowers, the family kindly requests memorial contributions to the Epicenter Youth Programs (epicentercc.org/donate) or Extreme Family Outreach (extremefamilyoutreach.org/donate), both located on Pulaski Highway in Edgewood, Maryland. These organizations reflect Jill’s commitment to nurturing young lives and building stronger communities.
