Charles Robert Boutin, age 79, of Aberdeen, Maryland passed away on May 23, 2021 in Rock Hall, Maryland. Born in Troy, New York, he was the son of the late Charles and Mary Warenda Boutin and husband of Cynthia Shepherd Boutin.
He was a graduate of Christian Brothers Academy, Sienna College and the University of Baltimore. He worked in private practice as an attorney for many years and retired as an Administrative Law Judge in 2012. Charles was past president of the Harford County Board of Education, former Mayor of Aberdeen and served in the House of Delegates from 1998-2006 where he was instrumental in the creation and establishment of Ripken Stadium. He also served on the Public Service Commission from 2005-2007.
Charles was an avid outdoorsman and enjoyed fishing and boating. He loved spending time on his sailboat in Rock Hall Maryland with his wife Cindy. His favorite pastime was spending time with his family and friends.
In addition to his loving wife of 45 years, Charles is survived by his sons, Matthew Logan Boutin and his wife Kathryn Loftus Boutin, Scott Geoffrey Boutin and his wife Andrea Puls Boutin, Chad Thomas Boutin; and grandchildren, Jack, Wesley, Alexandra, Cooper, and Brooks Boutin
