A. Frank Carven, Iii

Arthur Francis “Frank” Carven, III of Bel Air, MD died July 27 at his residence. He was 54.
Born on January 11, 1952 in Boston, MA, he was the son of Ann Sheehan Carven of Bel Air, MD and the late Arthur Francis Carven, Jr.

Mr. Carven excelled as an athlete and played football while attending Concord High in Wilmington, DE, graduating in 1970. He then attended the University of Delaware in Newark, DE, graduating with a B.A. in History. Not satisfied with this accomplishment he applied and was accepted to the University of Baltimore, School of Law. He received his Juris Doctorate with Honors in 1978, as Mr. Carven was a member of the Heuisler Honor Society.

His law career began as an Assistant State’s Attorney for Harford County in 1979. One of his notable accomplishments was the highly publicized trial and subsequent successful conviction of a drunk driver that had killed two Maryland State Troopers on Interstate 95 near Havre de Grace, MD. Being of an adventurous nature, Mr. Carven looked to the political environment of Annapolis, MD and in 1987 was offered the position of Executive Assistant to Governor William Donald Schaefer. Shortly thereafter in 1989, he was appointed Chief of Staff to then Lieutenant Governor Melvin Steinberg. Later, and upon the expiration of that administration, he entered the private sector as an attorney with the Bel Air law firm of Brown, Brown, and Brown. Two years later he was offered the position of County Attorney for Harford County under the Harkins Administration, where he served successfully for six years. In 2004, he resigned as County Attorney when appointed as a Workmen’s Compensation Commissioner for the State of Maryland by Governor Robert L. Ehrlich. He was a long time member of the Harford County Bar Association.

His family said that his passions were ice hockey, which he played weekly, his incessant love of reading, and his thirst for adventure through international travel with his beloved wife, family and friends.

Mr. Carven is survived by his beloved wife Elizabeth M. Carven (nee Affleck), his mother, Ann Sheehan Carven, his brother Thomas J. Carven and his wife Debbie of Bishopville, MD; his brother P. Jay Carven and his wife Caren of Chevy Chase, MD; his brother Sean P. Carven and his wife Kristen of Bel Air, MD; his brother-in-law Michael E. Affleck and his wife Shannon of Havre de Grace, MD; his brother-in-law Karl W. Affleck of Hoover, AL; his sister-in-law Susan M. Affleck Bauer and her husband Mark of Jarrettsville, MD; his sister-in-law Annalisa O. Czeczulin and her husband John of Princess Anne, MD; and his sister-in-law Christine A. Basham and her husband Daniel of Pylesville, MD. He is also survived by 10 nieces and nephews. He was pre-deceased by a sister, Paula A. Carven.
